Charles Rich Snelgrove was born in Salt Lake City on June 30, 1887, in a small, rented adobe cottage located at 633 South West Temple Street. His father, Charles Richard Snelgrove, was born in Salt Lake City, September 4, 1858, of ?good, devoted Mormon parents in their family home, located at about 335 East Second South. His mother, Emily Brooksbank, was born on October 20, 1862, in Leeds, Pontifrac, Yorkshire, England. Charles Richard and Emily were married in Salt Lake City, May 27, 1886.? Charles Rich was the oldest of eight children, five sons and three daughters.
Rich, as he liked to be called experienced only limited activity in the Church of Jesus Christ of Latter-day Saints as a youth. During a diphtheria epidemic in 1894, he was administered to by his bishop, Harrison Sperry and a counselor, Brother Madson and was immediately healed. ?My parents both held strong opinions and were scrupulously honest.?
Neither of his parents attended weekly meetings nor were the children encouraged to attend Church meetings, but ?counsel and righteous example were generously part of our wonderful home life.?3 Rich remembered being taken to Conference in the Tabernacle by his grandmother Brooksbank frequently. Prayer was not a family practice although once or twice his father began a meal with ?Bless the bread and darn the meat, turn up your plates and begin to eat.?
